"Our systems of media and communications are undergoing a process of profound change. At present, right-wing nationalism and platform capitalism together threaten to sweep away what remains of the great 20th-century public media institutions. Meeting this challenge means abandoning a purely defensive posture and developing a positive vision of a media and communications that would meet the technological and political challenges of the 21st century.

Building on my work on the BBC, and proposals I have developed with others on a radical reform agenda for public media, I will argue that the ultimate goal should be a global ecosystem of public digital media – undergirded by publicly owned digital infrastructure, and with existing public broadcasting organisations at its heart –  based on the core principle of universality. This system should be devolved, efficient and democratic, and treat information and culture as a public rather than commercial good."
